Global Residence Programme
The Global Residence Programme is one of a number of residence schemes offered by the Maltese government aimed at attracting third country nationals to reside in Malta. This particular scheme is applicable for non-EU, non-EEA and non-Swiss nationals who may wish to reside in Malta and possibly even take up employment in Malta.
Benefits:
- No minimum stay requirements
- No minimum investment requirements
- 15% flat tax rate on any income that is received in Malta from foreign sources by the applicant and his dependants, with the possibility of claiming double taxation relief
- Granted a residence permit
- Ability to gain freedom of movement within the EU
- Ability to obtain a working permit in Malta
Requirements:
The applicant for this scheme must:
- Be a third country national (i.e. a person who is not an EU/EEA/Swiss national)
- Own or rent a qualifying owned property or qualifying rented property in Malta to occupy as a principal place of residence worldwide. The values of the property need to be as follows:

- Pay a minimum of €15,000 in tax annually
- Pay a non-refundable administrative fee of €6,000. Where the immovable property being acquired or lease is situated in the south of Malta, the administrative fee is of €5,500
- Be in receipt of stable and regular resources that are sufficient to maintain himself and his dependants without recourse to the social assistance system in Malta
- Be in possession of a valid travel document
- Be in possession of sickness insurance which covers himself and his dependants in respect of all risks across the whole of the EU normally covered for Maltese nationals
- Be able to adequately communicate in Maltese or English
- Be a fit and proper person
The Global Residence Programme needs to be distinguished from the Individual Investor Programme. The Global Residence Programme is aimed at applicants who wish to reside in Malta as their principal place of residence worldwide and pay tax in Malta. Applicants under this scheme are granted a Maltese Residence Permit. Applicants who successfully satisfy all the criteria for the Individual Investor Programme on the other hand obtain Maltese citizenship, including a Maltese passport. Applicants under the Individual Investor Programme are also not bound to pay tax in Malta.
