The Passport Index has declared the Maltese Passport as the fifth most powerful in the world in its 2024 ranking of passports worldwide.

The passport index organizes, categorizes, and evaluates global passports by examining the extent of visa-free travel they afford to holders as well as identifying situations where a visa is necessary upon arrival in specific countries.

The Maltese passport allows visa-free access to 150 countries globally, including the United States of America, positioning it as a highly desirable passport for international travel.

Presently, Malta offers the granting of Citizenship by Direct Investment. This program enables eligible third-country nationals to acquire Maltese citizenship, subject to specific conditions.

The application for citizenship by direct investment must be accompanied by the following:

  • proof of residence in Malta, for a period of 36 months preceding the date of application or 12 months subject to (c) below
  • an undertaking to either purchase, an immovable residential property in Malta having a minimum value of €700,000 or to lease a residential immovable property in Malta for a minimum annual rent of €16,000, which property must be kept for a minimum period of 5 years from the date of issue of the certificate of citizenship
  • an undertaking to make an investment of €600,000 when the application is submitted after 36 months of residence, or €750,000 when the application is submitted after 12 months of residence
  • an undertaking to donate, prior to the issue of the certificate of naturalisation, a minimum of €10,000 to a registered philanthropic, cultural, sport, scientific, animal welfare or artistic non-governmental organisation or society, or as otherwise approved by the Agency
  • an undertaking to carry out an exceptional direct investment in Malta, in accordance with the applicable regulations.

Upon approval, successful applicants receive a Maltese passport, granting them the freedom to reside not only in Malta but also to enjoy all the rights and freedoms outlined in the European Union Treaties.

Applications for Maltese citizenship by direct investment must be submitted through a duly licensed agent.
